NEW BUSINESS: Lyft has hired Brandt Hershman and Lauren Hancock of Barnes & Thornburg to lobby on “transportation regulations, independent workers and other issues affecting” the ride-hailing industry, according to a disclosure filing. The company also brought on Akin Gump Strauss Hauer & Feld and the Madison Group to lobby on similar issues in recent months. Cargill has hired American Continental Group to lobby on coronavirus-related issues. The Minnesota-based conglomerate brought on Federal Street Strategies to lobby on the pandemic as well in April.
— Former Mississippi Gov. Phil Bryant and two other Bryant Songy Snell lobbyists have registered to lobby for Nissan to help the automaker get “work visas for administrative employees,” according to a disclosure filing. Nissan is the second client for which Bryant has agreed to lobby, following his registration to lobby for the defense contractor Huntington Ingalls in May. And Northrop Grumman has added Norma Krayem and Albert Kammler of Van Scoyoc Associates to its lineup of outside lobbyists.
FLYING IN (VIRTUALLY): Citizens for Responsible Energy Solutions, which lobbies Republicans on clean energy issues, and the Conservative Energy Network are holding their annual fly-in this week — but they’re doing it virtually, of course. They’re set to meet with Sens. Joni Ernst (R-Iowa), Mike Braun (R-Ind.) and Chuck Grassley (R-Iowa) and Reps. Michael Waltz (R-Texas), Matt Gaetz (R-Fla.), Ross Spano (R-Fla.), Brian Mast (R-Fla.), Drew Ferguson (R-Ga.), Richard Hudson (R-N.C.), David Rouzer (R-N.C.), Patrick McHenry (R-N.C.), Troy Balderson (R-Ohio), Fred Keller (R-Pa.), Bryan Steil (R-Wis.) Bill Huizenga (R-Mich.), Tim Walberg (R-Mich.), Pete Stauber (R-Minn.), Jim Baird (R-Ind.), Jackie Walorski (R-Ind.), Tom Emmer (R-Minn.), Mark Amodei (R-Nev.) and Greg Pence (R-Ind.), among others.
MORE TRADE GROUPS ASK FOR AID: More and more trade groups are submitting pleas for assistance to Congress as lawmakers prepare to hash out another massive coronavirus relief bill. The International Franchise Association sent a letter to House Speaker Nancy Pelosi, House Minority Leader Kevin McCarthy, Senate Majority Leader Mitch McConnell and Senate Minority Leader Chuck Schumer with a variety of asks. One that caught PI’s eye: The trade group has asked Congress to expanding a proposal backed by Sens. Kyrsten Sinema (D-Ariz.) and Roger Wicker (R-Miss.) that would set up a $120 billion grant program for the restaurants to aid franchise businesses in any sector.
— “While IFA supports providing relief for restaurants, many other sectors face the same or more challenging liquidity issues, including salons, gyms, hotels, and day care centers, among many others,” the trade group wrote in a proposal attached to the letter. “IFA urges Congress not to pick winners & losers by sector or business type, but to allow all businesses who face challenges related to operating in the wake of COVID-19 a priority.”
— The New York Times’ Eric Lipton has a good rundown of a few more of the latest asks. “American Airlines effectively enlisted tens of thousands of its own employees for the lobbying effort when the chief executive sent a note warning 25,000 workers — including 2,500 pilots and 9,950 flight attendants — that unless the company and union could convince Congress to extend assistance to the industry until March 2021, they were likely to lose their jobs. ‘If you are interested in supporting these legislative efforts, we recommend that you work with your union leaders to ensure your voice is heard,’ Doug Parker, the chief executive, and Robert Isom, the airline’s president, wrote to employees last week.”
COMPANIES PUSH FOR CORPORATE TAX BREAK: “Many large U.S. corporations are sitting on piles of tax credits they may not be able to use for years,” The Wall Street Journal’s Richard Rubin reports. “They want Congress to let them have the money now. Duke Energy Corp., Ford Motor Co., Occidental Petroleum Corp. and others could benefit if Congress includes a tax credit cash-out proposal in its next economic-relief legislation. Such a move, which is among ideas being considered by lawmakers and the Trump administration, could improve corporate cash flow by tens of billions of dollars.”
— “The tax proposal’s backers, which include the National Association of Manufacturers, Rep. Jodey Arrington (R., Texas) and a coalition organized by accounting firm PwC LLP, see reasons for optimism” that Congress might include it in the bill. “Many credits in question have broad bipartisan support because they subsidize activities Democrats favor, including renewable energy and affordable housing. The net long-run cost to the government of accelerating the credits would be smaller than the immediate cash infusion for companies, because the plan would largely move tax credits from later years up to 2020. ‘You don’t have to stand up a new program,’ said David Eiselsberg, senior director of tax policy at the manufacturers’ group. ‘This is something that companies would ultimately be using.’”
MORE DETAILS ON A LOBBYING FIRM’S WORK FOR A BULGARIAN BUSINESSMAN: PI reported on Friday that the Bulgarian businessman Plamen Stoilov Bobokov, his wife, Hristina Nedyalkova Bobokova, and his brother, Atanas Stoilov Bobokov, had hired Marshall Harris and Zorica Maric Djordjevic of Alexandria Group International to lobby Congress and the Trump administration. Here’s a little more detail from Harris on what he’ll be doing. “I have been retained to urge U.S. policymakers to respond appropriately to the Bulgarian regime’s increasing criminality and disrespect for the rule of law — including its arrest of my clients, the Bobokov brothers, and others on false, extortionate charges,” he told PI in a statement. “The growing street protests that POLITICO and other major media are covering attest to Bulgarian citizens’ unwillingness to continue to tolerate the Prime Minister and his corrupt henchmen.”
BANKS PUSH CONGRESS TO MAKE IT EASIER TO FORGIVE LOANS: “The banking industry is pressing Congress to convert millions of emergency small business loans into grants with minimal paperwork — an idea that some lawmakers and watchdog groups warn could expose the government to massive fraud,” POLITICO’s Zachary Warmbrodt reports. “The banks are pushing the issue because businesses that took the so-called Paycheck Protection Program loans are beginning to file applications to have the loans forgiven, a time-consuming and confusing process for both lenders and borrowers.”
— “The $670 billion program stipulates that the loans can be forgiven if employers kept workers on payroll, a key incentive for businesses to participate. A bill that would stop just short of automatic forgiveness for loans of $150,000 and under is gaining bipartisan support. Treasury Secretary Steven Mnuchin gave the idea a big boost on Friday, when he told lawmakers that they should consider automatic forgiveness for smaller loans. But critics argue that there’s not enough information available to vet the proposal and that it could heighten the risk of scams.”
