Ghana introduces new rules for Okada riders; only 25-year-olds and above can ride

As part of the new framework, the Ghana Police Service will be granted enhanced authority to enforce road traffic laws among these riders, ensuring stricter compliance and improved road safety.

Mr Nikpe revealed that the updated licensing regime would also involve the creation of unions for motorcycle and tricycle riders. These unions are expected to work closely with the police to ensure order and accountability. Additionally, the initiative will include the establishment of a national database to document all motorcycles and tricycles operating within the country.

Speaking to journalists during a national stakeholder consultation held in Accra on the review of the Road Traffic Regulations, 2012 (L.I. 2180), the Minister highlighted the importance of collective input to ensure effective amendments.

The consultation, organised by the Ministry of Transport, brought together key stakeholders, including the National Road Safety Authority (NRSA), the Driver and Vehicle Licensing Authority (DVLA), and representatives from the Okada Riders Association.

Key areas of focus: Safety gear, training, and identifiable terminals

According to Mr Nikpe, amendments to the current regulation would cover areas such as mandatory helmet use, regular vehicle inspections, and compulsory rider training. He noted:

“Motorcycles and tricycles cannot be confined to terminals alone, but there must be identifiable spaces marked as terminals or designated slots that they can utilise daily.”

The Minister also stressed that the licensing and registration of these vehicles would not be outsourced to private entities but would remain under the sole jurisdiction of the DVLA.

Amendment process to continue through legislative channels

Mr Nikpe stated that following the stakeholder engagements, the proposed changes would be submitted to the Subsidiary Legislation Committee and the Attorney-General’s Department for drafting. The revised regulation will then be laid before Parliament for review and further consultation.

He emphasised that the government’s primary concern is the safety and well-being of both riders and passengers, urging all stakeholders in the transport and road safety sectors to contribute meaningfully to the process.

NRSA and Union leaders weigh in

Kwame Koduah Atuahene, Director of Regulations, Inspection and Compliance at the NRSA, acknowledged concerns about the practicality of enforcing the amended regulations. However, he pointed out that Ghana could draw valuable lessons from other countries where similar frameworks have worked effectively.

Hamza Hafiz, President of the National Union of Tricycle Operators of Ghana, praised the government’s efforts to formalise and regulate the sector. He proposed that commercial motorcycle riders be easily identified—perhaps through distinct number plates or specific colours—to separate them from private riders.

Mr Hafiz further expressed the Union’s readiness to support the government’s initiative, including advocating for dedicated parking areas and proper insurance coverage for riders.
